He has exercised power that is not his, it belongs to the people and it is supposed to be exercised through the people’s elected representatives in the Senate and not through the President; he has taken that away from them and they feel powerless. So I sympathize with that and that’s why I made the comments that I have made.

State of the Union

Jan 24 2012

Upon taking office, President Obama encountered one of the worst recessions in the country’s history. He faced tremendous challenges and made a compelling case during the election that he could solve them. To be sure, it would have been difficult for any President to make reforms that would have had an immediate effect on an economy that many believed had not yet hit bottom. But the country was ready to give “hope and change” a chance.

PIPA has yet to make it to the Senate floor. When the bill went through the Judiciary Committee (on which I sit), I made clear that, if it reached the floor it in its current form, I could not support it. PIPA is a moving target at this point because some of the bill's supporters, recognizing that many Americans are concerned with some of its provisions, are considering making adjustments to alleviate those concerns. My staff and I are working with the bill's sponsors to encourage them to make the necessary changes. Unless those changes are made, I will vote against PIPA.
